On the follow-up to his Grammy-winning Goin'Back to New Orleans, Dr. John detours from melody and piano eloquence into rap and groove. The result, Television, is surprisingly lifeless, until he returns to the straight blues of ''U Lie 2 Much,'' a complaint not about fibbing, but fornication. C+
