Vince Giordano has carved out a niche for himself over the past 18 years as leader of the foremost 1920s revival big bands. Though not every soloist on his album Nighthawks Quality Shout! comes across authoritatively, the ensemble is remarkable. Punching out Sam Wooding's ''Bull Foot Stomp'' or gliding through Jelly Roll Morton's ''Mournful Serenade,'' it brings a rich, nearly forgotten heritage to life. A-
