It was bound to happen. After extensively sampling their favorite Parliament-Funkadelic grooves, hip-hoppers like the L.A.-based rapper Kokane are coming up with their own funk beats. This second album, Funk Upon a Rhyme, bubbles with furious, if muddled, tracks, with Kokane doing his best to vocally mimic the quirky George Clinton. Lots of fun, especially the sexually suggestive ''Mo' Water,'' but unmemorable.
