Just when you thought it was safe to write them off, the Allman Brothers Band comes back stronger than Aerosmith on this impressive and incandescent collection of blues redux, Where It All Begins. Behind Gregg's bleached-bone voice, guitarist Dickey Betts rejuvenates the group's old percolating, stinging style with new lyricism. And the band as a whole turns up surprisingly farsighted: On ''No One to Run With,'' they meld classic Allman twin-guitar harmony lines with-of all things-Nigerian rhythms and Bo Diddley beat. Pure Allman joy.
