On his first English album in four years, the Make-Out Man of Madrid has put together a grab bag of sugary confections that's expansive, diverse, and downright baffling. There are duets with Art Garfunkel, Sting, and Dolly Parton for the Anglo crowd, plus unlikely covers of Santana's ''Oye Como Va'' and Patsy Cline's ''Crazy.'' Best of all is the finale, an orchestral version of Beethoven's ''Song of Joy'' so overblown that you have to chuckle. Senseless? You bet, but the lush arrangements on Crazy somehow hold it all together. Anything this gooey would have to. B-
