Back when hard rock was dance music, Foghat seemed the definition of dumb grease-monkey boogie. But now that their '70s hits (''Slow Ride,'' ''Fool for the City'') have turned up in Diet Coke ads and Dazed and Confused, they sound like the catchiest steamrollers on earth. They growled odes to urban life and the lost highway with salt-of-the-earth heart, never making a consistent album-until now with The Best of Foghat. A-
