''Shine,'' Collective Soul's across-the-board hit, is basically a power ballad for 13-year-old girls, only with noisy Nirvana-style guitar shocks. And it isn't even these Georgians' most ingenious tune-that would be ''Scream,'' an improved imitation of Axl Rose's imitation of hard-core punk. Otherwise, they occasionally mix classical and industrial sounds into jangly metal on Hints Allegations and Things Left Unsaid, and they have lovely haircuts. Bubble-gum grunge: an idea whose time has come. B+
