Lots of folks thought Linda Davis was a newcomer when Reba McEntire tapped her for the high-soap duet ''Does He Love You?'' But Davis had recorded two bland Barbara Mandrell-does-Reba albums in '91-'92, then faded into obscurity. Now she has a second chance on a smartly produced collection of first-rate country-pop entitled Shoot for the Moon. Problem is, she's full- tilt Reba, from the accent to the vocal inflections to the woman-to-woman ballads. Imitation is flattery, but cloning ain't kosher. B
