The Plamondon in the title of Canadian chanteuse Celine Dion's latest is French pop songwriter Luc Plamondon, and based on this 1991 album, Dion Chante Plamondon (never before released in the U.S.), he appears to be the European equivalent of one of those hacks who cranks out over-the-top power ballads for Richard Marx and Cher. Dion sounds friskier than she does on her English-language ballads; still, there's only so much one can do with a song called ''Le Blues Du Businessman.'' C
