Jimmy Smits plays it cool as the oft-interpreted Cisco Kid a dashing Robin Hood-Zorro type who outfights gringo bandits and imperialist French soldiers in old Mexico. Cheech Marin provides comic relief as Cisco's sidekick, Pancho, who spends much of the movie wearing a Friar Tuck outfit. None of this, however, is as much fun as it should be. The action is flat, the jollity forced, and it all comes accompanied by Marin on the soundtrack, singing, ''Cisco Kid was a friend of mine.'' If you're looking for gritty realism, keep riding, amigo. C
