Street Wars is a combination of the inept and the outlandish from Jamma Fanaka, creator of the Penitentiary potboilers. A West Point cadet (Alan Joseph) inherits his murdered brother's crack empire and decides to clean up the 'hood. With Uzis rigged to recreational airplanes, he takes to the sky for some of the strangest — and crudest — action scenes you'll ever see from a supposedly street-savvy director. Fanaka also tosses in party-time musical interludes, plus sober sermons decrying that the system has failed. Watching this, one can't help but agree. D-
