CLEAR AND PRESENT DANGER (PG-13) Harrison Ford returns as CIA man Jack Ryan, a paragon of low-key integrity, in this adaptation (directed by Patriot Games' Phillip Noyce) of Tom Clancy's techno-thriller about South American drug lords and U.S. government weasels. As our hero, Ford reduces his movements to little haikus of emotion. As a thriller, this 21 2-hour production takes a slow route between short bursts of excitement. C+ ( 235, Aug. 12) -LS
