London's biggest gangsters are getting methodically offed by a new breed of young kingpin wannabes weaned on American cinematic ultraviolence. And who better to outfox them than a grizzled DEA tough guy from L.A. (Keitel)? But ''Dirty Harvey'' this ain't. Exporting his own brand of rough justice from the colonies, Keitel seems to be going through the motions in this tired shoot-'em-up that delves into London's drug-fueled nightclub scene. The only spark comes from Kelly, who oozes teen angst as the young hoodlum recruited to help infiltrate the thugs' operation.
