On Waitin' on Sundown (Arista), their third spin around the dance floor, Brooks & Dunn again fail to recapture the bright insouciance that sparked their debut album, instead upping the contrivance level with references to ''buckle bunnies,'' ''queen bees,'' and ''neon knights.'' A couple of sturdy tunes (the honky-tonk ''I'll Never Forgive My Heart,'' the western-swing ''If That's the Way You Want It'') nearly bail them out. But more and more, these triple-platinum hit makers-who helped spur the country dance-club craze of the early '90s-sound like yesterday's news. C+
