A small triumph of personality over quality, me and the boys (ABC, Tuesdays, 8:30-9 p.m.) introduces much of America to the charismatic stand-up comedian Steve Harvey, here playing the widowed father of three boys. As situation comedies go, Me and the Boys is utterly banal-the boys are impish rascals, the dad is long-suffering-but Harvey brings a warmth and some shrewdly funny line- readings to his part that make the show fun to watch anyway. So far, none of the three boys Chaz Lamar Shepherd, Wayne Collins, and Benjamin LeVert has established himself as a distinctive personality. But credit is due to the wonderful actress Madge Sinclair, who brings a tartness to her role as Harvey's mother-in-law that is nowhere to be found in the saccharine scripts. B-
