A small triumph of personality over quality, me and the boys (ABC, Tuesdays, 8:30-9 p.m.) introduces much of America to the charismatic stand-up comedian Steve Harvey, here playing the widowed father of three boys. As situation comedies go, Me and the Boys is utterly banal-the boys are impish rascals, the dad is long-suffering-but Harvey brings a warmth and some shrewdly funny line- readings to his part that make the show fun to watch anyway. So far, none of the three boys-Chaz Lamar Shepherd, Wayne Collins, and Benjamin LeVert-has established himself as a distinctive personality. But credit is due to the wonderful actress Madge Sinclair, who brings a tartness to her role as Harvey's mother-in-law that is nowhere to be found in the saccharine scripts. B-
