Cocker's bid to cash in on his Woodstock II visibility is an endless stream of grunting self-pity: Michael Bolton without hooks, more or less. The only memorable song is an absurd reggae cover of the Lovin' Spoonful's ''Summer in the City,'' and even that's not half as entertaining as the Cocker imitations John Belushi used to do on Saturday Night Live.
