You've got to hand it to Tupac Shakur. Even with his legal troubles, he and four of his crew have formed Thug Life — the words tattooed across his stomach — for a 10-song meditation about life under the gun. Where his solo releases have often dragged, One crackles with kinetic energy. ''Pour Out a Little Liquor'' is smooth and reflective, while ''S--- Don't Stop'' bubbles with P-Funk energy. With each rapper restricted to a verse or two, every word has maximum impact. One proves that more isn't necessarily merrier, but it's definitely more thrilling. A-
