On the gorgeously sorrowful ''If It's the Last Thing I Do,'' Wynette proves she still has dam-bursting vocal power. She then spends most of Walls burying her voice in pointless duets with Elton John, Sting, and Cliff Richard. (Cliff Richard?) It's tough being a middle- aged country singer these days, but Wynette shouldn't sell out this abjectly. C-
