The Welsh lion roars back into the mainstream with a surprisingly spry collection of up-tempo pop and soul. There's the brassy Memphis soul stew of ''If I Only Knew,'' produced by Trevor Horn, a techno-rave cover of Yaz's ''Situation,'' and the impassioned ballad ''I Wanna Get Back With You,'' with Tori Amos providing choral flourishes. Sure, some of the album is cheesier than a fondue pot, but on the material suited to Jones' peremptory delivery, he's huffing and puffing better than ever. A-
