Carrying on in the tired tradition of Coogan's Bluff and ''Crocodile'' Dundee, Woody Harrelson and Kiefer Sutherland are cowboys out of their element in New York City, headed for a showdown with white slavers who've shanghaied their best friend's daughter. Clichéd culture-clash gags give way to standard shoot-outs and car chases, culminating with our heroes on horseback, racing a subway. Yee-haw! If we never see another cowboy galloping down Fifth Avenue, it'll be too soon. C-
