Cyrus sticks to the tried-and-true his third time out — dance songs that tip their hat to early rock & roll, and ballads that capture the intensity of first love. But the yahoo factor figures heavily on ''Redneck Heaven,'' which conjures the names of Conway, Elvis, and Jesus. And on ''The Past,'' Cyrus misses his notes by a mile. An achy-breaky embarrassment. C
