For more than 50 years, S.E. Rogie provided some of the most enchanting acoustic guitar sounds to come out of Africa. He called his style ''palm wine music'' (after the favored drink in Sierra Leone dockside dives), and it has the lulling pulse one associates with a fine afternoon buzz. Dead Men Don't Smoke Marijuana, his last recording (he died last June at age 68), is as mellow a monument as the man himself. A
