Appropriately, Lulu's 1967 U.S. chart-topper, ''To Sir With Love,'' was an ode to the African-American in the movie of that title. This compilation, The Best of Lulu: From Crayons to Perfume ranging from her first U.K. hit, ''Shout,'' to her late-'60s recordings at the Muscle Shoals studio, captures the Scottish songbird's popularizations of Stateside soul stylings, as well as later work. Lulu's spark plug voice brings grit to standard pop songs and production. B
