Perfectly competent though not particularly inventive the Pinehurst Kids, a punk outfit from Portland, Ore., gets points on Viewmaster for occasional departures from form (the mid-song, slow-tempo breakdown of ''Trepidation'') and old-school shout-outs (''Me Wrong'' xeroxes the nasal-pitched punch of the Descendents). It doesn't hurt to have exuberant, hum-heavy guitar hooks a skill these Kids have mastered. B
