If you were told that Old Wave consists of lackluster performances by guitarists Joe Walsh and Waddy Wachtel, that it includes the worst version ever of Doug Sahm's great ''She's About a Mover,'' and that poor old Ringo Starr sounds throughout as if he needed a week of sleep followed by a gallon of coffee, you wouldn't wonder why this 1983 album is only now receiving its first American release; you'd wonder why it was ever released in the first place. D-
