''I'm sitting here getting my makeup and hair done,'' says Tonya Lee Williams, who plays Dr. Olivia Barber Hastings on The Young and the Restless, ''and just 48 hours ago, I was looking for water, hoping not to get shot. It's culture shock.'' Williams and a delegation of soap stars have recently returned from a six-day sojourn to war-torn Rwanda, where she visited camps, gave out food and water, and comforted children, as part of a World Vision-sponsored relief campaign. A travel-weary but enthusiastic Williams — who endured nine inoculations before going — at first considered the trip ''just a way to counter the very unreal world of Hollywood. I went for some balance in my life — and to help them. It was so empowering to believe, yes, one person can make a difference.''
