IN BOOKSTORES, John le Carre's The Russia House is No. 1 on the New York Times best-seller list. AND IN THE NEWS, a federal judge fines former Lieut. Col. Oliver North $150,000 and sentences him to two years' probation and 1,200 hours of community service following North's convictions in the three-year-old Iran-contra affair. The convictions were later overturned.
