On the eve of his inauguration, Bill Clinton proved his value as a prime-time TV star. The new President's celebrity-packed inaugural gala on CBS beat a repeat of Roseanne (which still landed in the top five). A half hour later, Roseanne's hubby, Tom Arnold, didn't fare as well: A new epi-sode of The Jackie Thomas Show placed 35th. Clinton and friends also crushed NBC's Tuesday slate of Reasonable Doubts (79th) and Dateline NBC (75th). In addition, the inaugural hoopla drew attention away from the debut of Fox's Tuesday-night lineup. The college drama Class of '96 and the comedy Key West finished 90th and 87th respectively, but the network quickly scheduled instant reruns of the premieres over the weekend. Though both ''encores'' ended up in the bottom five, they nearly doubled the number of viewers sampling the two new shows. VIEWERS* TOP TEN LAST WEEK
