Onetime Fleetwood Macker Billy Burnette has always been a country-rocker at heart, and on Coming Home he lets his heart show with the pretty honky-tonk ballad ''Let Your Heart Make Up Your Mind'' (proving my point) and a lovely, Everly Brothers-inspired ''Sugar Babe.'' But he can't redeem the self-help platitudes of ''I Recovered, I Survived,'' and that's probably the one his record company hopes will be a break-out novelty hit. B+
