The sitcom showdown between ABC's Home Improvement and NBC's Seinfeld is finally over, and the winner is both. After four months of Wednesday-night drubbings, NBC moved Jerry and his pals to Thursdays (following Cheers) beginning Feb. 4 and saw the series surge to 11th place, with its best ratings ever. Meanwhile, with no comic competition on Wednesday, Home Improvement vaulted to the No. 1 slot for the week. The downside for NBC: The highly touted new police drama, Homicide: Life on the Street, finished 59th opposite Tim Allen and his tools. The first Sunday night of the February sweeps also yielded two big winners: NBC's Laugh-In anniversary special and CBS' Skylark, the sequel to 1991's Sarah, Plain and Tall. The loser this time was ABC, whose movie Firestorm: 72 Hours in Oakland flamed out in 37th place. VIEWERS* TOP TEN LAST WEEK
