Legacy of Lies, a tough-as-catgut, complex film noir, is set in crooked Chicago and filled with surprises, including one bit of violence with a fishing rod that should find a place in the darker annals of film history. Good cop Michael Ontkean discovers an unwholesome heritage from his cop father (Martin Landau) and retired mobster grandfather (Eli Wallach), and the moral issues are tangled and torturous. This time, it's character, not action, that grabs you by the lapels. A-
