''The concert'' on this 40-minute cassette is political bait and switch. On Stop Sellafield: The Concert, there are chunks of seven songs from an antinuclear benefit last summer — including two killers (''The Fly'' and ''Even Better Than the Real Thing'') by U2 — but they're subsumed here by sniping at Britain's Sellafield nuclear-reprocessing plant. Only die-hard no-nukers and U2 fans will care about this, though they will no doubt care passionately. B-
