A working-class Jamaican Brit, Tasmin Archer knows all about underdoggedness. On this power-folk debut Archer clamps down on politics both sexual (''Ripped Inside'') and political (''Steeltown'') without ever resorting to preaching. Add a strong, expressive voice that sounds as if she slept a touch too close to those smokestacks in the north of England. Good package, good delivery, sent by a worthy messenger.
