It's the height of silliness: An elixir makes two wallflowers (Tate Donovan and Sandra Bullock) irresistible. But the blithe comedy Love Potion #9 is both playful and sweet and its modest intentions fit the small screen snugly. Dippily frantic and celebratory, it's a fairy tale in which adults are magically endowed with new, outrageous self-esteem. Anne Bancroft shows up hilariously as a purveyor of potent potions, and some sequences (such as an army of men chasing a woman through city streets) recall classic silent comedy. A-
