They strut, they blink, they sing operetta-style ditties. But that's about all the spindly-limbed characters in these early- sound-era shorts can do, and their novelty value wears off mighty quick. Cranked out by former Disney staffer Ub Iwerks till he went bust in 1936 (a few years later, he went back to Walt), the cartoons collected on Cartoons That Time Forgot tend to showcase characters with personalities as blandly arbitrary as their names, such as bug-eyed Flip the Frog and rotund compulsive liar Willie Whopper. And despite spectacularly fresh prints, the material has long since gone moldy. All volumes: C+
