A young but venerable-sounding New Zealand guitar band, Straitjacket Fits jumps back and forth between moodily atmospheric pop songs and revved-up rockers, coming across like a hybrid of Television and the Hollies. And with songs like ''Sycamore'' and ''Spacing,'' Blow achieves the magic so many alternative albums try for but so few truly conjure. Try 'em on.
