The Waterboys' Mike Scott means well. Like lots of Scottish pop writers, he has a bad case of the messiah blues, but his quasi-religious yearnings are more earnest than credible. Especially since he has relinquished his native Celtic roots for straight-on rock. Moments entice, but mostly Dream Harder shows what could've happened to U2 if they never lightened up. C+
