Cyberpunk? Cybergunk. Billy Idol has computerized his sneer, his ''White Wedding'' riffs, and his ''Clockwork Orange'' fantasy and is pushing the whole schmear as a meaningful new virtual-reality concept. Who's he kidding? This is old-fashioned glam-pop -- as dumb, and occasionally glorious, as it gets.
