Inner Circle Bad Boys This fizzless tropical cooler is replacing Snow's ''Informer'' as a runaway pop-reggae hit. Like UB40, Inner < Circle meshes sing-along melodies with catchy island beats, but these slow- skanking tunes never quite deliver the deep ''riddims'' and spiritual highs of real reggae. Easy on the ears, Bad Boys is reggae lite, perfect for a TV show like Cops. C+
