Kelly Willis Kelly Willis At her worst, new-wave country-rocker Kelly Willis either slurs her way through a bad Dwight Yoakam impersonation or brays like a mule in heat. At her best, she weds the best of California and Nashville sensibilities; her third album finds her eking out terrific left-field songs like Marshall Crenshaw's ''Whatever Way the Wind Blows.'' With the right mix of attitude and angst, she proves there's something behind that model-pretty face after all. B+
