Maybe he didn't start the fire. But Billy Joel has surely burned up the pop album chart this week. Making its debut at No. 1, Joel's latest album of crafty songs, River of Dreams, has pretty much kicked last week's whole top 10 down a notch, although a few individual albums have had little bursts or sags of their own. The most interesting news there may be the self-titled Blind Melon, from an L.A.-based guitar band whose first release has been taking giant steps up the chart only in the past month, even though the album has been out about a year.
