Brothers Phil and Paul Hartnoll are the rightful heirs to Kraftwerk's electro-moment in pop's headlights. No group has so successfully fused the gentle and brutal sounds of techno, trancing out as easily as deploying frantic breakbeats. And on ''Planet of the Shapes,'' an almost fugue-like opus of synth-moodiness, they offer a dead-on raver mantra: ''Even a stopped clock gives the right time twice a day.''
