For a decade these Scottish rockers have been searching for another hit to match their peppy, loose-limbed 1983 smash, ''In a Big Country.'' But while their passionate, spacious guitar work occasionally lifts them above the chilly grandiosity of their British Isles compatriots Duran Duran and U2, Big Country still haven't found what they're looking for.
