MOURNING DOVES Judy Troy (Scribner's, $20) Judy Troy's stories are like country music: sometimes tart, sometimes predictable, but always about love, loss, and the pain of moving on. Progressing from an early skittish minimalism to a novelist's confident expansiveness in the final stories, she writes about waitresses, construction workers, and pubescent teens trapped in dead-end jobs, trailer parks, prison cells, or their own underdeveloped bodies. If romance fails, family love and courage endure. The mood is never quiet desperation but, as in country music, just ''a little healthy sadness.'' B+ -Suzanne Ruta
