I've heard so much about it, but wow!'' Thus speaks Blossom (Mayim Bialik) on the City of Lights in blossom in paris (NBC, Sept. 24, 8-10 p.m.), a special premiere for the series' fourth season. Blossom goes to France to visit her estranged mother, played by singer Melissa Manchester. She falls for a French waiter (Jacques Coltelloni), but still pines for her Stateside boyfriend, Vinnie (David Lascher). Blossom's goofball brothers (Joey Lawrence and Michael Stoyanov) show up in a silly subplot that leads to the inevitable filmed-on- location climax on the Eiffel Tower. Even festooned with croissants, this Blossom is business as usual: enjoyably dumb, corny but well-acted. B-
