Annie Potts, liberated from Designing Women, is downright heroic as the replacement for Susan Dey in the new season of Love & War (CBS, Mondays, 9:30-10 p.m.). Playing the restaurant's new cook, Potts is brisk, tough, thoroughly admirable-and doesn't make a darn bit of difference, because this series picks up where it left off last season: as a badly written bore. Costar Jay Thomas remains dogged but mirthless; among the supporting cast, only Joanna Gleason, in the way she gives her limp lines a sharp snap, elicits an occasional smile. Maybe Potts and Gleason could be spun off into their own, better series. C-
