J. Hurricane Spencer speeds into Cuba to help a woman and her child escape political imprisonment. Later, the one-man platoon, whose voice has all the dramatic inflection of a computer, finds buried treasure and fights off a small army in a script so simplistic it might have been written by grade schoolers. The ''Thunder'' of the title refers to a state-of-the-art speedboat-cum- seafaring weapon that Hogan talks to in a corny kind of way, as if it were human. Thunder's enjoyable enough-on its own very dumb terms. C
