7 Thursday The Simpsons (Fox, 8-8:30 p.m.) In a parody of Cape Fear, Frasier's Kelsey Grammer returns as the voice of Sideshow Bob, Krusty the Clown's psychopathic ex-sidekick, who seeks revenge on Bart for having foiled his scheme to murder Marge's sister Selma. The Simpsons subsequently enter a witness protection program and reemerge as ''the Thompsons.''

Seinfeld (NBC, 9:30-10 p.m.) More nasal and mammary humor from the show that brought you such memorable nose- and breast-obsessed episodes as ''The Pick'' and ''The Implant'': Jerry (Jerry Seinfeld), Kramer (Emmy winner Mi-chael Richards), and Newman (Wayne Knight) worry about their accountant's mysterious case of the sniffles, while George (Jason Alexander) interviews for a job as a bra salesman.

Frasier (NBC, 9:30-10 p.m.) This sitcom's gimmick of having celebs as guest voices on Dr. Crane's radio show-gee, wonder where Kel-sey Grammer got that idea?-continues: Joe Mantegna phones in his role as a local critic who challenges Dr. Crane to a fistfight.

L.A. Law (NBC, 10-11 p.m.) The series' eighth-season premiere welcomes three new regulars: Alan Rosenberg and Debi Mazar, relocating their characters from ABC's defunct Civil Wars, and Rising Sun's Alexandra Powers, as a born-again lawyer and lust interest for Arnie (Corbin Bernsen).

8 Friday Family Matters (ABC, 8-8:30 p.m.) The series celebrates its 100th episode- isn't this one of the seven signs of the apocalypse?-by going surrealist: Carl (Reginald VelJohnson) accidentally electrocutes himself, and Urkel (Jaleel White) brings him back to life.

Tracey Ullman: Takes On New York (HBO, 10-11 p.m.) The chameleon comedian plays five different de-nizens of the Big Apple in this sketchfest featuring Blythe Danner, Jerry Stiller, Michael York, and talk-show retiree Joe Franklin.

10 Sunday Movie: The Flood - Who Will Save Our Children? (NBC, 9-11 p.m.) Hill Street Blues' Joe Spano stars in this fact-based account of a 1987 Texas flood that swept up two busloads of teenage campers.
