It's asking a lot of Digital Underground to top the spaced-out humor and rubbery groove of their 1990 smash, ''The Humpty Dance,'' a near perfect union of funk and hip-hop. So this time around, on The Body-Hat Syndrome, the Parliament-style rappers go even farther into the ozone with trippy dance cuts like ''Return of the Crazy One.'' Rapper Humpty Hump's daft phrasings, weirdly catchy rhythms, and preoccupation with booty make him sound like Dr. Dre but on laughing gas.
