EXTREME JUSTICE Lou Diamond Phillips, Scott Glenn (1993, Vidmark, R, $92.95) ''This squad doesn't have any cowboys,'' says Glenn, as the head of a secret team of L.A. cops. But, of course, he's wrong. They're all cowboys here. They track violent criminals, waiting to catch them in the act. Then they come out firing, frequently hitting innocent bystanders. The movie ostensibly condemns their brand of ''extreme justice'' but actually sends out mixed signals. About every 15 minutes, the screen literally explodes with bullet-riddled bodies. Under all that splatter, the message gets obscured. C- -Michael Sauter
